ANN ARBOR, Mich. — Five city questions sit on the Ann Arbor ballot this fall, with residents asked to renew two road and sidewalk taxes and to decide whether the city should launch its own electric utility.

Proposal A keeps the street, bridge and sidewalk repair millage at up to 2.125 mills for 2027 through 2032. City figures put its first-year yield at roughly $19.2 million. Proposal B renews a tax of up to 0.20 mills to build new sidewalks where none exist, worth about $1.8 million in the first year.

Proposal C changes how nominating petitions are counted: a resident who signs for two or more rivals for one seat would have only the earliest signature counted. Proposal D shifts when newly elected city officials are sworn in, to midday on the opening Monday of the month that follows the vote, in line with a new state law.

Proposal E would create an elected utility board to guide a shift to a municipal electric utility, replacing DTE Energy. Supporters gathered more than 5,000 petition signatures to put it on the ballot.

Weekday early voting continues through Oct. 30, with hours of 8 a.m. to 7 p.m. As of the latest city count, 27,728 absentee ballots had been sent and 12,683 returned. On Nov. 3 itself, precincts welcome voters between 7 a.m. and 8 p.m.
