ANN ARBOR, Mich. — Machines that turn cash into cryptocurrency will need a city license in Ann Arbor, and their customers will face daily spending caps, under an ordinance City Council passed at its Thursday, Nov. 5 meeting.

Operators must post fraud warnings, check photo identification, hand out receipts and offer live customer service. A first-time customer can put in no more than $500 per day for the first 30 days. After that the ceiling is $1,000 per day, with a $10,000 limit over any 30-day period. The rules start six months after adoption.

Council members also changed the disorderly conduct ordinance to cover places of religious worship. Blocking a doorway by force, threats or physical obstruction is now barred, as is conduct within 50 feet that leaves people reasonably afraid for their safety. Breaking those rules counts as a misdemeanor, and penalties top out at 90 days behind bars plus a $500 fine.

Two city-owned condos at 105 and 166 Ashley Mews had their affordable housing restrictions lifted. The city administrator will look at selling them for $1 to the Ann Arbor Community Land Trust, which could sell at market rate and put the money toward other affordable housing. No sale is final yet.

Separately, a national group of public finance officers gave the city a Distinguished Budget Presentation Award, recognizing the way its 2027 fiscal year spending plan is laid out.
